Both positive and negative articles were published on Tigran Avinyan

From 21 to 31 July, 2020, the “Media Advocate” initiative followed online media reports on the RA Deputy Prime Minister, Commandant Tigran Avinyan’s personality and activities.

35 leading Armenian news agencies have been monitored. In the specified period, 253 articles were declared, 28 of which were negative, 12 were positive and 213 were neutral.

A sewer pipe was blocked in the 9th street of Zovuni village of Kotayk region, as a result of which the sewer water has been flowing on the Yeghvard-Yerjan road of national significance for several days now.

In a conversation with the press, Zovuni resident Arkady Galstyan, referring to the topic, noted: “I called the Public Services Regulatory Commission, they told me they would call back, but they have not called yet and have not come either. I called the Government hotline, they said it is a private case, they can not deal with the issue. Tigran Avinyan’s reception told me to call the village administration with that issue and turned off the phone. Then I called the reception of the Prime Minister, I presented the situation, they told me to call the assistant of the Prime Minister named Nairi, who, however, does not answer. In other words, the sewerage problem is such a big problem that even the Prime Minister’s Office cannot offer any help. Isn’t it more honorable to eat a handful of land and die?”

According to Sona Aghekyan, a former member of Yerevan Council of Elders, based on the Decision signed by Tigran Avinyan, a commandant, a mathematician-designer by profession, the people who were given the right to breathe free fresh air and oxygen in the Republic of Armenia, are as follows: 1. Those arriving in foreign delegations on state, official and working visits 2. Representatives of diplomatic missions, consular posts and their families, as well as representatives of international organizations and their families 3. People invited on the basis of urgent needs for health, military and security, economic production 4. Those arriving to conduct works or provide services within the framework of infrastructure projects implemented by the state 5. On the basis of a permit for other exceptional grounds.

Speaking about Deputy Prime Minister Tigran Avinyan’s statement that new anti-epidemic management plans are being worked out, Armen Mkhitaryan, Head of the Association of Pathologists, noted that no serious restrictions can be imposed, as most of the restrictions imposed by the government have already lost the public trust and did not have a positive outcome.

According to www.e-gov.am website – Electronic government of the Republic of Armenia, on June 28, 2020, by the decision 444-N, RA Deputy Prime Minister Tigran Avinyan defined the conditions for the appointment of the citizens who do not have titles, have been exempted from compulsory military service or received the right to defer conscription in the positions of middle-junior groups of the rescue service. This is a purely technical regulation which entered into force on July 29. The formulation of the decision reveals that Deputy Prime Minister Tigran Avinyan is not aware of the structure of the public administration system. There is a rescue service in the structure of the Ministry of Emergency Situations of Armenia.

The Commandant’s Office informs that, a much smaller number of protocols are being composed for failing to comply with the current anti-epidemic rules. Commandant Tigran Avinyan wrote on his Facebook page yesterday that if as a result of 6842 inspections carried out in the first ten days of June, 1339 violations were registered, then, in contrast, as a result of 7491 inspections carried out in the same period of July, 377 violations were registered. The representative of the inspection body, which carried out daily check on this topic during the state of emergency, emphasized that the situation has now improved much: “If in the past we registered several violations by one business entity, now we can register only one violation by one business entity, and that is not even a violation but certain drawbacks.
